A Wisconsin man with plans to open a gentleman's club in the Milwaukee area is in hot water because of one of his signs.

Not a neon sign showing scantly dressed woman dancing on a pole, but one that says, “No Negros Allowed.”

Mark Prior plans on opening his club, in a building next to the Abbotsford city hall and library but he doesn't plan on letting blacks in.

“I'm going to stick to my guns because I think I have the right as a business owner to reject service to anyone. It's not all the black people there are just a few bad ones,” says Prior.

Prior posted the sign after he says he had some problems with black people in the past and needed to make a policy against them.

Under federal and state law, it is illegal for a businesses open to the public to deny patrons based on race. That wont stop Prior from trying.

“If I've got a problem with you it's going to be on the front of my store,” says Prior.

He has since moved the sign inside do to the number of complaints. But if he keeps true to his racist mandate, according Dr. Selika Ducksworth-Lawton, an African American historian at the University of Wisconsin-Eau Claire, the second he opens his business, he'll be in violation of the Civil Rights Act of 1964.

Rosa Louise McCauley Parks did not intend to change the course of history when stepped on the No. 2857 bus after a long day at work, on December 1, 1955. But that is exactly what the woman many call ‘the first lady of the civil rights movement' did with her refusal to give her seat up to a white man.

Her subsequent arrest and the boycott that ensued was a pivotal springboard in America's civil rights movement and led to a United States Supreme Court decision that declared the Alabama and Montgomery laws requiring segregated buses to be unconstitutional.

Today (December 1) marks the 55th Anniversary of the event that sparked it all.

"I think that she, as the mother of the new civil rights movement, has left an impact not just on the nation, but on the world," U.S. Rep. John Conyers, a Michigan Democrat, once said about Parks. "She was a real apostle of the nonviolence movement."

Parks later received a bounty of honors and awards for her pioneering efforts in the civil rights movement including the Congressional Gold Medal, the Spingarn Medal from the NAACP and the Presidential Medal of Freedom awarded by former president Bill Clinton.

In 1999, Time magazine named Parks one of the 20 most influential and iconic figures of the twentieth century.

Rosa Parks died of natural causes at the age of 92 on October 24, 2005 but her legacy lives on.

The U.S.'s longest serving Senator, Robert Byrd passed away today at the age of 92. The senator had held his seat for longer than 50 years and was the oldest member of congress at the time of his death.

Byrd is noted for various controversial political stances that date back to the 50's. This includes voting against the Civil Rights Act of 1964, an act that he claims he regretted.

The Civil Rights of 1964 outlawed discrimination against voting and racial segregation in schools.

Byrd's health had been declining for the past few years and died peacefully at Inova Hospital in Fairfax, Virginia.

The Federal Bureau of Investigations is currently at a dead end in at least 33 civil rights cases. The cases range from police brutality to killings that occurred decades ago, many of them involving white police officers who shot black men or teenagers.

The FBI is asking for help from relatives of victims to help right the wrongs of the past. They are currently looking for family members to provide evidence or details on crimes, and in some cases, simply give status updates or tell them that their investigation has ended.

According to The Associated Press, among the cases is Johnny Robinson, a black teen shot by police in 1963 in the aftermath of the 16th Street Baptist Church bombing in Birmingham, Alabama. Another case is the killing of John Earl Reese, a 16-year-old who died in 1955 when two men fired shots on a black cafe in Gregg County, Texas.

Officials within the armed forces and civilians alike are celebrating the construction of a new ship within America's naval fleet.

Jackson, Mississippi bore witness to a unique moment in history, with Navy brass and local officials all celebrating the commission of the USNS Medgar Evers.

Named to honor the legendary civil rights hero turned martyr, the ship is a T-AKE supply ship, making it an integral part of was efforts in both theaters.

Held at the Fannie Lou Hamer Institute on Citizenship and Democracy on the campus of Jackson State University, several dignitaries were on hand to celebrate the momentous occasion, including Mrs. Myrlie Evers-Williams, Medgar Evars widow. Congressman Bennie Thompson, Mayor of Jackson Harvey Johnson, and former Mississippi Governor William Winter were also present for the presentation.

T-AKE model ships have traditionally been named after Americans that embody the dreams and ideals that shape the American spirit, with distinguished Americans such as Carl Brashear, Sacagawea, and Amelia Earhart all garnering ships in their honor.

Medgar Evers was a prolific civil rights activist and member of the NAACP. He was assassinated by the coward Byron De La Beckwith, a member of the White Citizens Council and the Ku Klux Klan.

While it's been only seven months since Eric Holder Jr. took office as U.S. Attorney General, he is making remarkable strides towards extending equal rights in the Justice Department's Civil Rights Division.

In the forefront of his agenda, Holder plans to buck the systematic racial discrimination as it relates to voting rights, housing, employment and bank lending practices.

The Obama administration is planning a massive overhaul of high-impact civil rights enforcements against policies including housing and employment, where minorities fare poorly in disproportionate percentages. The former administration dissuaded from these tactics and opted to focus on individual cases in which evidence of discrimination was obvious.

According to the New York Times, the Civil Rights Division has been plagued with heavy turn-over and politically driven hires during the Bush era. The Obama administration has proposed to revamp the unit with several hundred civil rights lawyers and 50 additional lawyers.

The division is “getting back to doing what it has traditionally done,” Mr. Holder said in an interview. “But it's really only a start. I think the wounds that were inflicted on this division were deep, and it will take some time for them to fully heal.”

Over time, the division has faced a significant amount of controversy stemming from the long-time rift between liberals and conservatives, including issues like school bussing and affirmative action.

In July, the division's head, Loretta King, issued a memorandum to every federal agency urging more aggressive enforcement of regulations that forbid recipients of taxpayer money from policies that have a disparate impact on minorities.
In a transition report, the document states the era of hiring such “inexperienced or poorly qualified” lawyers has left lasting damage.

“While some of the political hires have performed competently and a number of others have left, the net effect of the politicized hiring process and the brain drain is an attorney work force largely ill-equipped to handle the complex, big-impact litigation that should comprise a significant part” of the division's docket, the transition report said.
