			<content:encoded><![CDATA[<p>Police brutality took a turn for the worst this in 2009, with cases seemingly coming out of the proverbial wood work at every turn.</p>
<p>Citizen vigilance was taken to another level, thanks largely to the rise of camera phones; still, more measures are needed to make sure that those assigned to protect and serve remain faire and balanced in their duty to the people.</p>
<p>Enter TASER International Incorporated, maker of the much loved and dually hated TASER stun gun, to once again offer what they feel is needed to have effective law enforcement.</p>
<p>The company created the AXON head camera, a mobile recording device meant to be worn around the head of an officer, allowing them to capture footage of every potential incident from their vantage point.</p>
<p>TASER Inc. feels that their newest offering will allow officers that are falsely accused of wrongdoing to have a fair chance to clear their name while helping to catch other officers in their wrongdoing. It is also the hope of AXON's creators that police department will require the camera unit be switched on before any action is taken.</p>
<p>All footage collected during the day is downloaded to an offsite server when officers charge their camera for the day.</p>
<p>So far, only San Jose PD is using the device, with 18 of its 1,300 officers trained and equipped with AXON camera units.</p>
<p>A three-year contract for the system for one officer that includes software and video storage costs $5,700.</p>

			<content:encoded><![CDATA[<p>A Florida man is facing several serious charges while looking for a good night on the town.</p>
<p>Gregory J. Oras, 37, of Tampa is sitting behind bars after dialing 911 in an effort to get a ride to a bar.</p>
<p>A police report chronicling Oras' mischief says that the man phoned local authorities on three separate occasions, even going as far as telling the dispatcher that people were shooting at him and that he was suffering from bleeding ears and a broken nose.</p>
<p>An officer from the Pinnellas County Sheriff's department arrived to quell the situation, only to be met with violence after the unruly man kicked him.</p>
<p>He was promptly Tasered for his actions.</p>
<p>Oras was charged with misuse of 911 and the battery of a law enforcement officer.</p>

			<content:encoded><![CDATA[<p>Shock happy law enforcement beware, there are new rules of engagement when it comes to the use of Tasers by police officers.</p>
<p>The 9th U.S. Circuit Court of Appeals ruled in favor of Carl Bryan, a 21-year-old man that found himself temporarily paralyzed only to later be wracked with pain as the shear magnitude of his injuries overcame him, all resulting from one 1,200 Taser blast to the arm.</p>
<p>Bryan was unarmed and nonthreatening at the time, though clearly emotionally distressed and without normal mental faculties. He sued Coronado PD claiming that their improper use of what is meant to be a nonlethal alternative to firearms violated his constitutional right to be free from excessive force, a claim that was held to be true.</p>
<p>To date, there have been around nine Taser-affiliated deaths in the Sacramento area, the area covered by the 9<sup>th</sup> Circuit Court, of which the most recent loss of life stems from the death of an inmate at local Roseville jail whom was shocked to death after guards felt that he was resisting arrest.</p>
<p>There has been no report of exaclty how much Bryan was paid for having to suffer this misappropriation of justice.</p>

			<content:encoded><![CDATA[<p>Christmas almost came early for Daniel Saunders. The 46-year-old man was mistakenly released early from jail after having been arrested for breaking into a church and spreading his hepatitis C infected blood throughout the House of Christ.</p>
<p>Footage of three members of Seattle PD attempted to apprehend the nefarious fiend as he strolled from the evidence storage room; that is where things took a turn for the worse.</p>
<p>Video footage from surveillance cameras showed officer assaulting the mane for nearly two minutes in an effort to subdue him. Needless to say, he was adequately roughed up.</p>
<p>Andrew Magee, Saunders' attorney, is contemplating filing a civil-rights lawsuit against all officers whom were involved, the judge that released him, and the King County Prosecutors Office.</p>
<p>In other police news, officers in Lake Wales, Florida are being investigated for a traffic stop that nearly ended in a riot after dozens of Lake Wales residents rushed local authorities as they attempted to arrest three individuals.</p>
<p>The anger induced crowd took their red-blooded fervor to police headquarters, where a record number of citizen complaints about the behavior of those assigned to protect and serve were issued.</p>
<p>Evidence of the incident was captured via in-dash cameras mounted with patrol units and Taser-installed video captures devices.</p>

<p>In another instance of  abuse backed by the shield, officer Ryan Smith of Michigan has formally been suspended after tasing a defenseless man.  Officer Smith's in-dash camera captured the entire ordeal, which showed the officer of the law using his stun gun on a handcuffed man.   Smith has been a member of Lansing, Michigan's police force for well over two years; he has been suspended for weeks without pay for acting outside of the department's police procedures.</p>

			<content:encoded><![CDATA[<p>There must be some kind of record or achievement shrouded in pride and success of which the public has no knowledge to justify the magnitude of blatant wrongdoing perpetrated by law enforcement this year.</p>
<p>In this latest episode, a 20-year-old San Jose college student has become the latest in an expanding list of “statistics,” shedding more light on an issue that is becoming more visible by the instance.</p>
<p>Phuong Ho was viciously assaulted by San Jose P.D.; beaten over 10 times with a nightstick, with the final blow delivered via taser blast, provided for good measure.</p>
<p>Officers were responding to a scuffle between Ho and his roommate, Jeremy Suftin, whom admitted to putting soap on the young student's steak. Ho responded by picking up a steak knife, proclaiming that Suftin would have been killed in his home country for showing such disrespect.</p>
<p>The first blow was delivered as the 200 lb student bent over to collect his glasses from the floor.</p>
<p>The Vietnamese man pleaded his situation to the police officer to no avail.  The official report for the incident says the officers could not understand him due to his accent.</p>

			<content:encoded><![CDATA[<p>To say that police brutality has been a problem would this year would be one of the most gigantic understatements of the year.</p>
<p>Under the guise of protecting the public, actions by officer of the law have grown increasingly gang-like, which is why no one should be surprised to learn of this next incident.</p>
<p>Officials within Pensacola's Police Department are reviewing a case that saw one of their own perform a drive- by on a suspect, delivering a taser blast that could have resulted in the death of a man.</p>
<p>Officer Jerald Ard has been identified as the officer who's methods have resulted in the unnecessary death of a man that was attempting to flee the scene of a crime on a bicycle early Saturday morning.</p>
<blockquote><p><strong>“There is not an exact prohibition from that [firing from a moving vehicle] in the policy,”</strong> said John Mathis, Pensacola PD Police Chief.  <strong>“…It [police training] does not say that you will not fire from a moving vehicle.”</strong></p></blockquote>
<p>Now on paid administrative leave, the four-year force veteran and his unorthodox methods under administrative review.</p>
<p>It is unclear as to whether the victim, whom has yet to be identified, was killed because of injuries sustained from the taser blast or of damage stemming from Officer Ard crushing him with his police cruiser.</p>

			<content:encoded><![CDATA[<p>40-Year-old double leg amputee, Greg Williams, found himself an unwitting victim of police brutality, as the wheelchair bound man shockingly became a victim of police brutality.</p>
<p>Merced County Police Department of Merced County California has tasked their Internal Affairs Division with investigating the incident which saw two police officers, both white, taze the wheelchair-bound man.</p>
<p>Williams, who was recently released from jail, adamantly maintains that he was never aggressive toward the either of the arresting officers and that he did not resist arrest. Naturally the “official” account of things differs greatly from the story that Mr. Williams has given.</p>
<p>A police report from Merced P.D. reads that John Pinnegar and Sergeant Rodney Court attempted to reason with Williams before any action was taken. After subduing the 40-year-old man, both officers noted that Williams was uncooperative to their demands, also noting that he outright refused to relinquish his two year old daughter to Merced County Child Protective Services.</p>
<p>The most painful moments in the ordeal may have come after the actual pain subsided. Williams was allegedly left outside, handcuffed on the pavement, nude from the waist down. A video clip taken by a neighbor verifies his claims. He also maintains that his shoulder was injured in the arrest limiting mobility in his wheelchair.</p>

			<content:encoded><![CDATA[<p>What was supposed to be a backyard celebration for the baptism of a child quickly turned to chaos for one Virginia family. Prince WIlliam County police were called to the house of 55-year-old Edgar Rodriguez who was hosting a party in his backyard for his granddaughter.</p>
<p>The following events are at the heart of the matter as the stories from the police and family remain foggy.</p>
<p>Family members, including children, who witnessed the incident say police used excessive force for no reason in particular. They made claims that officers tasered Rodriquez three times in his own back yard.</p>
<p>In sharp contrast, however, police say Rodriguez refused to turn his music down and acted "disorderly," which was grounds for the tasering.</p>
<p>An expecting 25-year-old mother of twin boys, Leticia Elias, who was celebrating her sons baptism rushed to the aid of Rodriguez and was also tased, and later charged with assaulting a police officer. Her family made claims that Elias was assaulted by police when she tried to help her father who had fallen to the ground.</p>
<p>After her arrest, Elias was detained by immigration and customs officials.</p>
