A recent study has concluded that the teen pregnancy rate has risen for the first time in ten years.

The study shows that the pregnancy rate of 15-to-19-year-olds increased 3 percent between 2005 and 2006, a jump that has not happened since 1990.

According to The Washington Post, The rise is causing debate in political parties and health groups alike with blame being placed on abstinence only sex-education programs, programs that are obviously ineffective.

Others say the rise could be a result of other factors including an increase in poverty, complacency about AIDS resulting in less birth control and condom use or an increase in Hispanics in the United States.

It should be duly noted that the abortion rate in the U.S. increased as well for the first time in ten years, with a rise of 1 percent.

Congress is said to be considering reinstating federal funding to abstinence-only programs.

The Obama administration previously cut $150 million from the unrealistic plans.

Comprehensive sexual education is so much more realistic than abstinence only.
